MOSCOW, October 20. /TASS/. Foreign nationals involved in propaganda of non-traditional sexual relations will be expelled from Russia and fined up to 400,000 rubles ($6,500), according to a bill submitted to the State Duma (the lower house of parliament), a copy of which is available to TASS.
The bill suggests punishing propaganda of non-traditional values among adults, including on the Internet, with an administrative fine of 100,000 to 200,000 rubles ($1,600-3,200) and subsequent expulsion from Russia. A similar offense involving minors, is supposed to entail a fine of 200,000 to 400,00 rubles ($3,200-6,500) and deportation from the country.
Russian President Vladimir Putin wants marriage to be defined as the union of a man and woman in a revised constitution, ruling out gay marriage.
It is among several constitutional amendments proposed by Mr Putin, which are set to be put to a public vote.
Critics see the proposals as a move by Mr Putin to keep a hold on power after his presidential term ends in 2024.
The package includes a proclamation of Russians' faith in God and a ban on giving away any Russian territory
