Providing those in society with rules of conduct and recourse for #AddressingGrievances. No civilization can maintain itself without it. Every civilization goes through periods of #SocialUpheaval. This appears to be true currently. However, how much of this is really spontaneous or is it planned? Paid for? What percentage of the population is demonstrating? #Rioting? Modern communications, TV, Radio, Internet, #SocialMedia, and the repetition of the same dialog hour after hour creates the perception that things are bigger or worse than it really is.
