    Government, any level of government cannot just assume powers not granted to it in either the United States Constitution or State constitutions (where applicable). The 9th Amendment essentially says that just because a "Right" has not been identified (enumerated) does not mean that the people (The individual) are not entitled to the personal decision of what they will do. Where did government get the authority to tell someone what to wear? Or get the authority to track ones personal movements or associations? All of this is invoked under the veil of #PublicSafety.
