As the report from GE Research Lab in Schenectady, NY states in the abstract:
- "Project Cirrus, initiated on February 28, 1947 under Contract W-36-039-sc-32427, requisition EDO 21190, was established to cover "research study of cloud particles and cloud modifications." - "A history of the project covers not only the work done under done under government contract but also the work of General Electric scientists for many years leading up to the establishment of the project."
Project Cirrus from 1947 to 1952 was a study of how cloud particles and cloud modifications affect hurricanes. Kinda like Ida in Florida perhaps?

In a letter to PA Senator Schweiker, Health Secretary under Reagan, from the Comptroller General of the U.S. in May 1972 in response to his request for information on cloud seeding stated:
- "Several Federal agencies support weather modification programs which involve cloud-seeding activities. Major research programs include precipitation modification, fog and cloud modification, hail suppression, and lightning and hurricane modification."
- "Experiments involving seeding summer cumulus clouds under Project Skywater started in 1965. These experiments involved aerial seeding of cumulus clouds with silver iodide, salt, dry ice, or urea to induce additional rainfall. (Urea btw is in the urine of all mammals or their blood, bile or milk.)
- "To better understand hurricanes the National Hurricane Research Project, more commonly referred to as Project Stormfury, was initiated in 1956. This project was jointly funded by Commerce and Defense."
But wait, there is more:
- "Regarding the use of silver iodide for seeding, a report entitled “Ecological Effects of Modification: A Problem Analysis ,” dated May 1969 and sponsored by Interior, states that “all available evidence indicates little likelihood of environmental effects” from the iodine in silver iodide.
