Of all the forms of speech available to the citizen, voting speech is the most important, powerful, and influential. Yet, this form is speech is limited to one citizen per election and only to the constituents of the office to be voted for. Allowing campaigns for elected office to recieve tangable assets (money, peoples time, gifts) from those not entitled to vote for that representation is a disenfranchisment of those who are to be represented. We established the 17th Amendment to manage this issue and all that was achieved was disenfranchising the states authority at a federal level. The new attempt is to invoke term limits which will limit the choices of the citizen. No approach will ever be perfect, humans adapt.
