Are you looking for a radio system for SHTF? Not willing to go through the hassle of testing for Amateur Radio? Next best thing.......GMRS. General Mobile Radio System. No test and you can run up to 50 watts. I just became licensed and the handhelds I bought (50 Bucks for 2) is awesome. Most handhelds are about 5 W but you can but an amplifier for about 127 bucks to get up to 40-50w.
