The Forgotten Amendment to the Bill of Rights: The 9th Amendment Are Mask Mandates Constitutional? The 9th Amendment essentially says that just because a "Right" has not been identified (enumerated) does not mean that the people (The individual) does not have that right. Where did government get the authority to tell someone what to wear? How many times does the Constitution mention "Public Safety" and in which context and which Article? Government keeps finding authorities and responsibilities that are not enumerated. Yet the 9th Amendment specifically says that the individual, the citizen, not the government has the authority.
