A bipartisan bill cannot be negotiated because one party -- the Democrat Party -- is willing to allow criminal activity by non-citizens, all to protect their grasp on power. The GOP must stand firm on this because it is the right thing to do, both legally and constitutionally. If the government "shuts down," that will be on Schumer, Murray, and the Democrats.
