Anybody applying to Washington D.C. jobs during Wilson’s terms in office had to provide a photo of himself so they employers would not hire the “wrong colour.” He segregated the military, he segregated the office jobs, he set it up so that blacks could not socially and financially progress and better themselves and were barred from moving up the ladder. Presidents Truman and Kennedy changed those things so blacks were not discriminated against anymore.
