"Earthquakes in divers places" is a phrase from the Bible, Matthew 24:7, which states, "For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in diverse places". The verse also appears in the King James Version of Luke 21:11, which reads, "And great earthquakes shall be in divers places, and famines, and pestilences; and fearful sights and great signs shall there be from heaven".

It would seem that the drug problems with the tribes have more to do with internal tribal corruption than anything else. This corruption precedes governor Noem's administration by several decades.
