Is it standard practice for the Secret Service to allow the guy they are supposedly "protecting" to jump up for a quick photo op?
Every "Assassination Attempt" I've ever seen, once the shooting starts, the secret service is all over their charge like stink on sh*t! Like maple syrup over pancakes!
They generally "dogpile" the guy,
while each of them are wearing bulletproof vests!
This "Photo-op" strategy...
before the scene is even secure IS DEFINITELY A FIRST!!!
