Lying, Crooked Joe is not closing the border. He is limiting the number of invaders who can apply for asylum to 2500 per day avg. If the avg. goes up, then some can't apply for asylum. He is doing it to make it appear he is doing something when he isn't. Add to that, who does the counting and averaging? We know how they handle vote counts, so I am sure they will do the same in this case.
