The courts and Congress are still too corrupt for any kind of trials. The suspects would just get off. Then double jeopardy may apply, wouldn't want that. We need tribunals. Furthermore, we need certain situations to be met before we can bring tribunals in, or the optics would be bad, and more importantly be unconstitutional
