Now I don't know if this guy tossed something out the window or not... But the entire story smells bad and sounds like BS to me! It sounds like a creative way for Police to violate your 4th Amendment rights! If you are not the driver you have no need to ID! Of course some crafty scumbag with a badge can make a baseless claim "you were littering" and bypass your constitutional protections?
