WILLIAMSBURG, VA - On Thursday, State Trooper V.T. Britton arrested Jose Efrain Hernandez Mancia, 26, after he reportedly slammed into another vehicle carrying three college athletes, killing one, and leaving the others seriously injured. After the crash, Mancia fled the scene on Route 199, eventually crashing his own vehicle again, according to a police report.
