On March 30, 2007, Mexican national, Alfredo Ramos slammed into the rear of a vehicle in which Alison Kuhnhardt, 17, and Tessa Tranchant, 16, were sitting, while waiting at a traffic light in Virginia Beach, Va. Ramos was traveling at least 65 mph, when he hit their Plymouth Duster, and at the time of his arrest had a blood alcohol concentration (BAC) of .24, three times the legal limit, according to court documents.
