With all due respect to the varying opinions on this issue, the authority does exist. It exists under the 14th Amendment. Specifically, 14th Amendment Section 1 and 14th Amendment, Section 5. The issue that everyone cannot get straight and no one wants to discuss. The idea that in this instance religious practices and any ordinary citizens practices are different things is offensive. Everyone's freedom of association is equal (reference, 1st Amendment, Peaceably Assemble). One cannot pick between vocations and religion, bartender and engineer, Business owner and consumer, essential and non-essential. All are equal. Whatever happened to Privileges and Immunities? Equal Protection? Due Process? The whole dialog on who and what is fallacious. The use of executive authority to curtail citizen rights is illegal.
