What they need to do is buy a lot of land where the homeless can put up tents give them access to water and a way to dispose of said water. Have HPD posted on site along with trained medical personnel. Let them live there. Without regulation other than normal laws. Then clean up all the trash on the sidewalks. Let them have their tent city.

The City Council passed a bill yesterday that bars tents and other makeshift structures on urban sidewalks during daylight hours, but city officials warned such a law will take nearly $250,000 and possibly years to put into effect.
